The project transforms a water surface of the old port of Vitoria without traffic use in a recreation and services zone with a program of residences, offices, commerce and hotels. The diagonal disposition of the general urban distribution solves the continuity with the adjacent neighbourhoods and permits to emphasise the edge of the 5 towers that contributes to the new skyline of Vitoria.
